What to Expect with Estate Appraisals

    Initial Consultation with an Appraiser

The process begins with an initial consultation where you discuss your specific needs and goals with our team at Eagle Home Appraisal Anaheim. During this consultation, we gather essential information about the property, the purpose of the appraisal, and any specific requirements or concerns you may have. This step helps us understand the context of the appraisal and ensures that we tailor our services to meet the unique needs of your Estate.

    Property Inspection

A certified appraiser conducts a thorough inspection of the property, evaluating both its interior and exterior. This includes assessing the condition of the home, measuring its dimensions, and noting any significant features or upgrades. The appraiser will also inspect additional structures such as garages, barns, or guest houses, and evaluate the surrounding land. This comprehensive inspection ensures that all aspects of the property are considered in the valuation.

    Market Analysis

The appraiser performs an in-depth market analysis, examining recent sales of comparable properties in the area, current market trends, and economic factors that might influence property values. This analysis helps to establish a fair market value by comparing the subject property to similar homes that have recently sold in the local market. The market analysis is a critical component of estate appraisals, providing context and supporting data for the final valuation.

    Data Compilation and Report Preparation

After the inspection and market analysis, the appraiser compiles all relevant data and begins preparing the appraisal report. This report includes detailed descriptions of the property, the methodology used to determine its value, and the findings from the market analysis. The report is comprehensive, clearly presenting the information in a format that is easy to understand. It also adheres to the Uniform Standards of Professional Appraisal Practice (USPAP) to ensure its credibility and reliability for legal and financial purposes.

Review and Delivery of the Appraisal Report

Once the report is complete, it undergoes a thorough review to ensure accuracy and completeness. The final appraisal report is then delivered to you. The report includes the appraiser’s certified opinion of the property’s fair market value, supported by detailed documentation and analysis. We ensure that the report meets all necessary legal and financial standards, making it suitable for use in probate, tax filings, and other estate management activities.

    Follow-Up and Support

After delivering the appraisal report, we remain available to answer any questions you might have and provide additional support if needed. This includes clarifying any aspects of the report, assisting with understanding the valuation process and offering guidance on how to use the appraisal for legal or financial purposes. Our goal is to ensure that you are fully informed and confident in the appraisal, providing peace of mind during the Estate  management process.

An inherited Anaheim house raises more than one value question

Once a parent's Anaheim house passes to the family, the executor or trustee, the heirs, the tax preparer and perhaps a buyer may all ask what it is worth, and mean different things. Basis records look back to the date of death; a sibling who wants to keep the house may need a value close to today. Each purpose can carry its own effective date and intended users, so name them before the work is scoped.

In a formal California probate, the house's inventory value comes from a probate referee appointed for the county (Probate Code sections 8901 and 8902); only a court order dispensing with the referee changes that (section 8903). Anaheim probate cases are heard at the Costa Mesa Justice Complex. The probate appraisal page covers that step and what a private report can still do; ask your attorney how one fits your case.

September's citywide numbers, and their limits

The service-area page keeps a dated snapshot of Anaheim sales:

    Sold listings50
    Median days in RPR23
    Sold-to-list price102.05%
    Median price per square foot$594

Source: RPR market trends for Anaheim, boundary 50602000. Retrieved October 7, 2026 at 08:29:20.164 UTC.

Those 50 sales were drawn under RPR's Single Family + Condo/Townhouse/Apt. filter, which takes in houses, condominiums and townhouses alike, across a city of very different housing. The Land Use Element of Anaheim's General Plan describes estate homes in the Hill and Canyon Area, suburban single-family neighborhoods and multiple-family neighborhoods, and the Community Design Element dates most single-family neighborhoods in West Anaheim to the 1960s. One month's median cannot price one inherited house, least of all for an earlier date of death.

Three things to pin to the date of death

    The effective date

For the heirs' federal basis, the date is normally the date of death; if the executor elects alternate valuation on an estate tax return, it moves to six months after death. A buyout may need a current date. Decide which one the report carries.

    The house as it stood

If a kitchen was redone, a roof replaced or the yard relandscaped after the death, today's inspection shows a different house. Dated photos, listing remarks, inspection reports, invoices and permits help show what was there; the City's Property Info map, linked from the service-area page, lists recent building permits for an address.

    The market then

Comparable sales are drawn and adjusted for the months around the effective date. In Historic Palm, where the City counts about 180 qualified historic structures, or in the Hoskins district of 1940s and 1950s ranch houses, close comparables may be scarce, and the report has to explain how it handled that.

Rules that turn on the date of death

    Federal basis for heirs

For an heir, the starting basis under Internal Revenue Code section 1014 is generally what the property was worth when the owner died. One exception is an estate whose executor elects the later date that section 2032 allows.

Married owners: California's community property rule

California is among the nine states IRS Publication 551 names when it explains the community property rule. If a spouse dies owning community property, the publication says its total value, the surviving spouse's share included, generally sets the new basis for the whole property. The condition: at least half of the community interest has to be includible in the decedent's gross estate, a test that applies whether or not a return is required (section 1014(b)(6)). Whether a particular Anaheim house was community property is a question of fact and law, so have your tax adviser confirm it before counting on the full adjustment.

Property tax after an inheritance: Proposition 19

Proposition 19 governs parent-to-child transfers from February 16, 2021. Apart from a family farm, its exclusion reaches only the family home, meaning a house that served as the parent's principal residence and then serves as the child's. Under the Board of Equalization's Publication 801, the child must live in the home as a principal residence and file for the homeowners' exemption within one year of the transfer, and must file the BOE-19-P claim with the county assessor within three years of the transfer and before the property passes to a third party. When the parent has died, the date of death counts as the transfer date. For transfers from February 16, 2025 through February 15, 2027, the value limit is the home's taxable value plus $1,044,586; if market value exceeds that limit, the difference is added to the taxable value. Moving out later has a cost too: the BOE's FAQ says the home is then reassessed using what it was worth on the day it was inherited, with the inflation factor applied for each year since.

For an Anaheim house, the claim goes to the Orange County Assessor Department. See the BOE's Proposition 19 page and Publication 801, and ask your adviser how the rule applies before deciding what to do with the house.

California does not tax the inheritance

California stopped taxing inheritances in 1982. According to the Assembly Revenue and Taxation Committee's summary, Proposition 6, approved by voters that year, repealed the state inheritance and gift tax law and bars inheritance taxes by the state or by local governments. The State Controller's Office says it still collects inheritance tax only for deaths before June 8, 1982, and that no California estate tax return has been required for deaths on or after January 1, 2005. Federal law adds no inheritance tax of its own. Under 26 U.S.C. 2001 and 2002, Congress taxes the transfer of a decedent's taxable estate instead, and the executor is the one who pays. Its reach is limited: for a U.S. citizen or resident who dies in 2026, it touches only an estate above the IRS's $15,000,000 filing threshold. IRS Publication 525 says an inheritance generally is not income to the person who receives it, although rent or other income the house earns afterwards is. If the heir later sells, tax falls only on the gain over the basis, which is generally the date-of-death value, and that is why the date-of-death appraisal matters. Your tax adviser can confirm what applies to the estate.

    Records worth finding

    • The address and assessor's parcel number; the Orange County Assessor Department's property-information page links to ParcelQuest.
    • The date of death, plus any other date your attorney, trustee or tax adviser has named.
    • Photos, listing details, inspection reports and invoices from around that date.
    • A list of changes since then: repairs, updates, removals, damage.
    • For a house in a historic district, the district name and any Mills Act contract. The City's historic districts page says certain structures in those districts are eligible for that program, which may reduce property tax in exchange for restoring the exterior and keeping it historically accurate.
    • Who can provide access, and the deadline you are working to.

    How the assignment runs

    1. Purpose, effective date, intended users and deadline are agreed, and the scope, fee and delivery estimate are confirmed in writing before work starts.
    2. The appraiser inspects the home as it is now and uses your records to establish how it stood on the effective date.
    3. Sales and market conditions around that date are analyzed and reconciled.
    4. You read the report's effective date, intended use, assumptions and limitations, and send any factual correction to the appraiser.

Every report follows USPAP. Meeting that standard does not guarantee that an agency, a court or another party will accept a report for a particular use.

    Fees and timing

Per the site's FAQ, "Fees depend on property complexity, intended use and deadline." Ask for a written scope, fee and delivery estimate; check the appraiser's availability before you plan around a filing date. When the same house also raises an IRS step-up question, ask your adviser whether one date-of-death report can serve both purposes.

Tell us the house and the date

Send the Anaheim address, why you need the value and the date that matters, and we will explain the assignment.
